The DNR published its final determination to reissue the WPDES permit for the Village of Roberts water treatment plant on September 27, 2017. The permit is valid from October 1, 2017 through September 30, 2022. The only changes made to the certification relating to water quantity was a requirement to calculate and record the actual volume of water discharged into Twin Lakes, and that the Village submit an annual progress report on efforts to establish a Lake Management Plan to address the rising water levels. According to the notice of the reissuance, true effluent output monitoring will be added as part of the implementation of the upcoming CLEARAS treatment system which is scheduled for operation by 2020.
Beginning on the date the reissued permit was signed, there is a 60 day window during which interested parties who are not satisfied with the determination may petition for a formal adjudication hearing on the decision.
